community benefits agreements and grid improvements in NY?

Streetsblog posted about newly elected Comptroller John Liu examining the effectiveness of Community Benefit Agreements

Also, has anybody heard about this '45 in 15' campaign in NY?

I haven't. Apparently NY wants to be meeting 45% of its energy needs through improvement of grid efficiency and renewable energy
